Guess he thinks if they don't have the little bags they won't sell drugs? If they don't have cars they can't drive around and sell drugs. If they don't have dwellings they can't sell them where they live, etc. Foolish men make foolish decisions.

I can see the logic, although I would go a different method; perhaps cracking down on sellers/buyers and the drugs itself rather than the transportation of it.
If you think about this logically, making ziploc bags illegal (mini sized ones anyhow) will in no way stop selling drugs. They used to sell it in folded paper. They can use tinfoil, whatever. All it does is move them to packaging it a different way and remove the ziploc bags from the use for legitimate purposes.
